California State Senator Bill Dodd declared he is taking back his proposition to control sports wagering, just a day before the legislation was planned to be voted on by the Senate Appropriations Committee.
Dodd’s Senate Constitutional Amendment No. 6, created in partnership with Assemblyman Adam Gray, was put on the suspense file earlier this month because its financial effect surpassed $50,000.
It then needed an Appropriations Committee hearing to determine whether to free it from the suspense file. Initially planned for June 18, it was later delayed to June 23.
The legislation therefore had only two days remaining to secure the necessary 2/3 majority vote in both the California Senate and Assembly to be put on the November 2020 ballot.
Dodd clarified that the tight time limit ultimately resulted in the bill’s downfall.
“Considering the deadline to put a measure on the November ballot and the effect of the COVID-19 pandemic on public involvement, we couldn’t get this legislation passed this year,” he explained.
